CloudCity is designed for response teams, not end users. It centralizes incident intake from the public app and gives admins a clear, auditable workflow to resolve issues quickly.

Design a dashboard that supports three user roles with different permissions, while keeping incident triage, assignment, and resolution fast and consistent.
